I'm at the last part of the quest where I must give the Sigil Stone to Phinis, but after he says " Let's see what there is to see". the quest mark still floats avobe his head and the quest won't finish.

Any help?.

Do you have the Staff of Magnus quest open but unfinished? If so finish the staff quest first.

I'm at the beggining of "Under Saarthal" where I have to meet Toldir at Saarthal.

Fixed. I'm not sure if that's what fixed it, but I waited 24 hours and just talked to the guy.
