What's certain is Skyrim will never be united while Talos worship is outlawed. He is just far too important to the Nords, even the Empire loyalists are sickened by the ban on Talos. The Empire either needs to grow some balls and lift the ban, or allow Skyrim to become independent for the foreseeable future.
