Main reason Pc gets the Beta updates?
Convenience.
The open nature of a PC, plus the usefulness of using Steam means that Beta patches can be rolled out quickly, are easier to make optional (You HAVE to opt into the Beta if you want to take part, if you don't opt in, the Beta isn't downloaded and installed) and doesn't require certification.
On the consoles, patches have to pass by Sony and Microsoft for certification first and that can take time, sometimes up to two weeks, hence the delay between the PC final release for each patch and the consoles getting each patch.
If they tried to beta the patches on the consoles, they'd have to send each beta for certification and by the time each beta was passed and released, the PC would be two or three betas ahead at minimum.
