In some ways I sorta hope they don't use the Archery perk tree. I mean, the crossbow, while of course requiring skill to use, was still powerful in the hands of the uninitiated.
If we were to assume that the extra damage we deal with bows as we increase in skill and spend perks simulates the Player or NPC getting stronger and more acurate that makes sense. However a crossbow should have a fixed damage level as the power of the shot is set largely by the mechanism and the arrow type used. So, acuracy would be the relevant skill, but that's decided by the players aim using the mouse / controller. As Skyrim does not have damage zones like Fallout 3, player accuracy becomes a simple case of hit or miss. I love to play "one kill headshot" as an archer, but I'm just roleplaying as there's no damage benefit what so ever.
Crossbows should be fairly rare but at the same time potentially deadly in anyones hands. Imagine entering a Bandit camp with them equipped with crossbows. Ok, you can take any individual Bandit out with one hit of your chosen weapon, but they are a danger to you due to their more advanced weaponry. Imagine an unskilled Bandit being able to one hit you.
Balance balance balance, so subjective yet so important...not an easy thing to get right as doubtless there are hundreds of views on the "right" balance, be they based on "reality" (yes, I have some archery experience from years ago & my father was an Archery champion in his day) or directly on the Lore set by prior games.
Regardless, we have more stuff to play with in game which is always good. Being a PC user I can also look forward to plenty of mods each "doing crossbows right" in their own way.
My guess is that Crossbows WILL work of the Archery Perk Tree, but with some additional elements added. I think it'd be a shame if my many hours spent with the bow (Level 100) made me and instant death machine with a Crossbow though, equally a level 1 character being unable to kill a bunny he hits with a crossbow would be a little daft.
