What will it add outside of the vampire story? New radiant quests? New misc items? Armor, weapons? ( of course). How about a couple new customization options in the character creator? New eye colors? Beards and hairstyles? Skin colors/shades?

I'm hopeful

I wouldn't get my hopes up if I were you. Personally I would prefer having some sort of barber to change my hairstyle, if there is already such thing, I must have been living under a rock.

I have been asking for that for a long time D:
I want to be able to change my appereance. But i dont think we are getting something like that in dawnguard. But i hope there are more side quests.
