Can't sneak attack or level sneak with swords.

For some reason I can't increase sneak or get sneak attacks of while dual wielding swords - however if I go with dagger and sword I can sneak attack with the sword for 6x damage and 15x for the dagger as well as increase sneak skill.

With 2 swords equipped sneak does not go up at all.

I have no problem sneak attacking while dual wielding.

dual swords, not dual dagger or dagger + sword.
