You'll find a lot of shadows tweaks on the nexus. These two, for example:

- http://skyrim.nexusmods.com/downloads/file.php?id=148
- http://skyrim.nexusmods.com/downloads/file.php?id=6040

and a lot more, if you search the site. :)

Cool but these are mods? Are there any .ini tweaks that can help normalize shadows?

If you're on PC and have patched your game to 1.5 you probably need to update your driver.

You didn't take a look at them did you? If you had you would have noticed that they are ini tweaks.

This happens to me if I lets say have some webpages in the background and I tab out to read something. If I start the game and don't tab out - I don't get this issue. So the way I fix it is just to restart the game ;o

I use this ini tweak in Skyrim.ini:

[Display]
fSunShadowUpdateTime=0.0
fSunUpdateThreshold=1.0

What that does is instead of the shadows moving (and flickering!) on each update, they now "jump" from one position to the next.
While that looks weird when you are standing still and watching a shadow, you actually don't notice it at all when walking around. No more flickering ...

I use these, that I found in a mod, but I don't remember which one. My apologies to the author!

fSunShadowUpdateTime = 0.0025
fSunUpdateThreshold = 0.0025
fShadowLODMaxStartFade = 1000.0
fSpecularLODMaxStartFade = 2000.0
fLightLODMaxStartFade = 3500.0
