I have never really understood vampirism.

Ok, so If I get turned into a vampire, and I turn to stage 4 were everyone hates me. Will I be able to turn back into a stage 1 if I feed on sombody?

Towns will start to attack you and yes you can turn back to stage 1 if you feed on a sleeping person, then it will be 24 hours until you go on the next stage.

Make sure that you can Sneak around fairly well, but yes. No matter what stage of Vampire you are at, if you feed you revert back to Stage 1.
