Gaining Vampire Perks

After reading some new details about Dawnguard and more specifically the vampire skill tree I was dissapointed that having a high level character will make it much more difficult to acquire all the cool abilities a vampire lord has to offer. Then it was stated that these abilities are gained through using certain vampire abilities. Does this mean that the perk tree levels up by using these abilities and perk points must be spent to gain these abilities, or that these special powers can be gained without using perk points and simply using your abilities? I was just hoping for clarification to know wether or not I should make a new character to take full advantage of the abilities of the Vampire Lord.

It says specifically, "Kill enemies with the Drain Life or bite power attack to earn perks. Each new perk requires a few more feedings." So it only requires you to kill enemies to gain the perks.

I'm assuming since it is being said we will gain Vampire Lord experience partially from vampiric drain that it will receive a substantial boost.
