Perks just feel like stripped features and cheats

IMHO Perks should be skill bonuses not hidden skill increases...
Perks are essentially percent boost and mainly that is it.
In all cases the main perk is just that.. The perk basically becomes a skill multiplier.. Only the top tier perks are actually perks imho, and in most cases these are mostly confined to non combat skills..

I liked the whole natural progression system they used in Skyrim. Made you work for the perks you wanted and provided incentive.
Whether or not you like the leveling, perks are always connected to leveling up, so this is a bit of mute point.
Other than that I don't feel perks to be an incentive. If I play any class, class based perks are needed (!) to actually make the accompanying skill usefull.
Ie If I wear light armor.. I need to invest in these perks to boost my DR
If I use one handed... I need to invest in one handed perks.. my "normal" skill boost will do next to nothing in my ability to cause damage... and so on and so on..

No I like the perk system. I just wish it was possible to unlock every single perk with the one character.

Well, this is (supposed to be atleast) an RPG, so unlocking skills by gaining levels is to be expected. However those percentage boost are unnecessary, damage should increase automatically as your skill levels up.

I think Skyrim has too much perks that do too little, i'd rather have them use BioWare's method, that has few "perks", but each one makes a big visual difference. I really like ME3's perk system. And health regeneration system ^_^

Damage does increase as you level up a skill. Can't remember the exact figures but it's something like +0.5 (maybe more than that) to One Handed every time you increase your level.

About the difficulty. I tend to change all the time between adept, expert, and master because the difficulty balance is all over the place. It's actually ironic because Bethesda were going for the "Less time in menu's, more time playing" anology. But then we're forced to keep changing the difficulty a million times and keep accessing that annoying favorites menu. Really, who thought it was a good idea to have only 2 hotkey buttons on the consoles?

Changing difficulty level all the time seems like an annoying way to play the game. I know some players change their difficulty setting a lot, but most do not. Perhaps you would enjoy the game better if you stayed in one difficulty setting. Most enemies are much weaker than the boss level characters you encounter occasionally. In my opinion, the game would be more fun and your brain would get a better satisfaction of achievement if you can defeat most difficult enemies without fiddling with difficulty setting.

I never change the difficulty at all, just at the very beginning of the game when the dragon attacks Helgen (the first chance you get to enter the journal), make sure all my settings are right and then I never visit the settings page at all.
