You mean the regular Skyrim's MQ? I don't think so. I heard you have to be at least level 10 though.

I doubt it but I read somewhere it's chronologically after the MQ. But then, so was SI and KotN but you could do those before.

Dragons can be found after Skyrims main quest, if I recall correctly.

Its a kid thing. They say 'I know' when they didnt, But their kid friends dont question it. So it sticks with them as an easy way to save face.
