Is it me or do they need to fix the combat? When ever I try to move back from hitting a guy he some how goes faster and hits me still and i cant dodge! are they fixing it? If they aren't try to get them too! Attacks can not be that far (Melee)

I dodge power attacks all the time. Kinda have to when you play a thief who gets beaten to a pulp when so much as a fly bats his wing at you.

Dodging attacks is tough if you are wearing heavy armor or using heavy weapons. It is possible, though, if you are a fast moving character.

When I feel like making things easier I always dodge and it works most of the time. I sometimes still get hit when I shouldn't but mostly I am fine.
With athletic and acrobat skills in oblivion I would never be hit because I could just dodge like a boss.
