By the time I got around to doing the quest to get the oghma infinium, all the skills I ever used were at 100, so the skillbook was pretty useless to me, so I think instead of raising your skills it should make them more effective by like 10% to 15% if there's some way this wouldn't work let me know

Sounds like it could easily outbalance characters, but I wouldn't be completely hesitant about it.
