Main Quest: "Diplomatic Immunity" Broken.

After killing the dragon in Kynesgrove, I try to talk to Delphine, but the quest doesn't trigger when I talk to her. She simply stands there saying "Need something?"

Is there a fix for this? I've tried console commands, those didn't work. I'm not going to delete my save file, either. Especially not after clocking 74 hours on it.

Any assistance would be greatly appreciated, it's been almost a month since I have heard back from gamesas after my case being "escalated."
