So, does that mean NPC wont attack stage 4 vampires anymore?

I found that on UESP: "With the addition of Vampire Lords, Skyrim's NPCs will no longer react with hostility toward any regular vampires, only with Vampire Lords."

Does "regular vampires" include stage 4 vampires? Does anyone know?

Its been like that since oblivion so I doubt its subject to change. If they do it I'll be shocked!

from what i have heard in interviews during E3 yes.
the normal vampires are getting changed.
