there were definitely some interesting citizens in skyrim, like J'zairgo for example, but when i play through the main storyline i want to actually feel a connection to the characters and care about whether they live or die.
2. Weapons pack a bigger punch
they improved this a little, but when i swing my axe into someone's cranium i want it to look and feel more visceral. It would do wonders for the game's combat if every weapon impact caused the enemies' body parts to react accordingly, same thing goes for arrows and spells. And dont be afraid to make it gory bethesda, the game is already going to be rated M anyways.
3. NPCs are more emotive
when you talk to people in skyrim they are either
-putting their hands on their hips
-standing still, occasionally moving an arm
-leaning on a wall
-or glueing their hands to a countertop
npcs should have a variety of hand, body, and face movements depending on what they are saying (cicero does start dancing occasionally though) it would improve dialouge a lot.
4. Fire spells can actually burn stuff down
this one is stupid, but it would be awesome if you could burn an entire tree or housedown. (that probably would break the game though) it would make the world feel more realistic if bethesda could somehow pull it off.
5. People care about what you do
if i've saved the world, become the arch mage of the college of winterhold, become the leader of the dark brotherhood, and was a major factor in winning the civil war, people should treat me like a god, but nobody says a word, you only get a few comments from guards every once in a while. NPCs should be very reactive to all my actions in the world, maybe they could even throw in something similar to Red Dead Redemption's fame meter.
6. Killing someone has more of an impact
if i was playing skyrim and i killed, for example, Alvor the blacksmith, all i would have to do is pay a fine or go to jail and everyone in riverwood treats me normally again, even Alvor's wife, his son Hadvar, and his daughter. Those npcs should despise me, the rest of the town a little too. Every time i walk by Hadvar he should say horrible things towards me and maybe even try and fight me. I should never have access to their house again (without lockpicking) and be chastised for going near it.
7. Branching Storylines
i like how some of skyrim's quests gave some choices along the way causing the quest to end differently in some cases. Do a lot more of this in the next game, especially with the main quest.
8. A lot more weapons, armors, and spell tomes
self explanatory
i think that these features (excluding the fire one) would make the next ES game pretty much perfect in my opinion
