yes i can give you credit towards the source of the pic from skyrim nexus but idk, it looks like one of those characters you wont meet after the attack like the imperial mages

it is a replacer mod. the old legion armor is changed out for the one you seen so all the legion in the game wear it except the legates and tullius. It suppose to give a bit of a morrowind flavor to skyrim.

yep I used it. It is a pretty nice mod in my opinion.
