I want to have a thread where everyone can just laugh and say random things they are thinking about (having to do with Skyrim of course) without it being called spam, is this allowed?

This will probably be locked, but honestly, don't take it too seriously. It kinda was spam and got a little crazy. Don't worry about it. It happens.

We had a discussion about horker followers and started talking about an army of horkers. We were having fun with it but it kinda was spam.

So we only take up one thing on the forums haha and I have honestly seen worse, have you seen the guy complaining for his money back? I just think our conversation was an honest general discussion, or they should add a page for random talk so it doesn't get locked all the time. (Random talk about Skyrim of course)

9. Posting about moderator or administrator action or inaction is also against the rules of this forum.

Please feel free however to contact the moderator involved, another moderator you feel comfortable with, our community manager Gstaff or another admin if you disagree with a moderator action. Our moderators do not mind taking a second look or discussing an action with the other moderators and admin to assure they have acted fairly. So if you think you've been treated wrongly or that unfairly, be sure to send a PM. Sometimes moderators make mistakes.
