'You stagger 50% less when wearing a full set of Heavy Armor'

I'd heard previously on the graqevine that this perk is bugged and in actual fact wasn't coded to do anything at all. Can anyone confirm this? Has this been fixed in any of the numerous patches that Beth have released? I know the Deflect Arrows perk was corrected from raising your Block efficacy to max to simply increasing your arrow deflection to max, so was hoping this perk was fixed too. Thanks.

No idea, I dont take any armor perks because smithing gives me all the bonus needed.

Tower Of Strength

I dont believe this perk is completely broken: when i got unrelenting force used upon me multiple times by high end draugr, i barely staggered, let alone went flying. Ive also noticed Giant attacks barely stagger me for long either. I was personally under the impression that it affected chance to stagger when you got hit by an attack. Though I could be wrong and testing this would be harder to do since we aren't aware of the base stagger chance on your character. This is an old discussion from the UESP. But I haven't read anything to suggest a fix of any kind. Nor have I read anything about the set base chance of stagger to the PC. I assume that it is based off of the chance of the damager to the player. I thought shouts would stagger 100% of the time. If that is the case, then it may be working after all.

Yeah I know what you mean, the 'Increases armor rating by 20%' perks are pretty useless as long as Smithing is available, although it's cool to have some unique un-smithable effects such as less stagger, less falling damage, and damage reflection :)

iirc it says when wearing heavy armor but doesnt specify full heavy armor...if it works would it work with only 1 piece of heavy armor so long as you dont wear any other armor?
