Basically I only have £25 to spend and i wanted skyrim for the PC but to download it anywhere it's around £38. Can anyone help me Find somewhere to buy it for that price?

Game prices are usually pretty universal, unless you're buying used copies. But you can't buy like, a used download :ermm:

But i tried borrowing my brother's he said i needed a code because it only works with steam

That's right for the PC version, the console versions shouldn't need a code afaik.

Yeah, I know. It's the internet and obviously if someone doesn't have $50-$100 to spend on a whim they must be a jobless mooch. :facepalm:
