Does Windhelm ever get fixed back to the way it was after invading it? I really love Hjerim but I hate the Stormcloaks and I will refuse to join them.

I'm pretty sure all damaged cities of the Civil War quests are restored, save for Whiterun.

Looked alright from what I've seen. A few broken steps and a bit of damage but overall it was fine.

Are you sure that it looks exactly the same, I know it was never in that good of shape but I could of sworn it looked a bit better.

I dunno, I joined the Stormcloaks, and haven't gotten that far in my Legion file. I'm just saying, your description sounds like normal.

Now I have to go look at it before and after completing the war on my latest character.
