Is it supposed to be green and very blurry?

The underwater view? Yes it is. As a kid I used to open my eyes underwater swimming in lakes. It's very green and you can see maybe two feet in front of you.

I don't really care about how murky the water is @okdaddio. I would rather see the players swimming movement enhanced. Oblivion if you had a shield on you swam with one hand and still went straight and could go up. I know it can't be "perfect" but could be better.
