No, the steel perk just allows you to improve it further.

It depends if it's a proper enchantment, some weapons (wuuthrad and the longhammer for example) have an additional effect that isn't classed as an enchantment.

IIRC the windshear effect is an enchantment, so it requires the arcane smithing perk.
