so how has this not been implemented after all i can plug my usb keyboard in my 360 or a ps3 so whats stopping them?

Or do like what many other games do have cheat codes, once they are active achievements can't be given.

The point of the console command system in the PC is more for modifications. the Console versions of TES games aren't made for mods.
