Why is Keening in this game?

I thought the Nerevarine took it with them to Akavir? Also why is Vivec quoted on one of the loading screens? For those who don't know about Keening if you go in the testing cheats hall its in there. Possible future dlc or has someone found it out in the gameworld?

Why exactly in the game world is it? I can only find it in testing hall.

Also, why not have it? I thought it was an awesome memento from the morrowind days. It was such an amazing weapon.....I wonder though if you can equip it without the necessary equipment

So no one knows where its at in the gameworld? Also you can equip it and it gives you something called "mortal wound" which doesn't seem to do anything.

I just found it earlier.

Minor spoilers:

You get it in the final quest at the College from a guy called Arniel - he gives you a series of quests related to a Dwemer experiment he's doing. The first one is to retrieve for him some Dwemer cogs, I think.

Major/full spoilers:

At the College of Winterfell, there's a fellow called Arniel who asks you to retrieve some Dwemer Cogs or something for him. He then asks you to do a few more things relating to some kind of experiment in which he hopes to recreate the circumstances of the Dwemer's disppearance from Nirn. In the final quest, you track down a courier who was bringing him Keening from Morrowind. God knows how it came to be that he was being delivered one of the most powerful artifacts in Nirn by a lowly courier... Anyway, you go and find this courier (who's lying dead in a cave) and you really do get Keening. It doesn't have the same stats as in Morrowind (see below). You take it back to Arniel, and he uses it to whack a special soul gem you've helped him to construct (in the previous quests), which is supposed to simulate the Heart of Lorkhan. After some frustration, he gives it a final whack and he disappears in a flash of light! You then get a spell called Summon Arniel's Shade - it's just a ghost that will fight for you (poorly); it doesn't have anything to say except for "Uhnngh." You get to keep Keening, but you don't get to find out what exactly happened to Arniel. Did he just die, or has he gone to the same place as the Dwemer? Of course, I tried using Keening to whack the gem myself, but nothing happened. It'd be a cool quest to extend in a mod, I think.

Keening stats:

Damage: 9 (with 19 one-handed skill)
Weight: 4
Value: 13 (lol)
Drains 10 magicka, health and stamina on hit
