Maybe you're talking about Mark of Death? It's a Shout.

Might be talking about the Spectral Assassin? If you've finished then you missed it, you had to complete the bonus portion of the jobs to get the good "toys", aka the Spectral Assassiin power and the Ancient Shrouded Armor.

You're level 9 and already finished every Dark Brotherhood quest? I assume you only mean the first one, but anyways, I think the power you're talking about is the Spectral Assassin. You should automatically obtain the power during one of the final Dark Brotherhood quests. Good luck finding it :)

Dark brotherhood quests don't involve a lot of dungeons, I think it is only one and you don't even have to go through it, just talk to a guy inside. You really only have to kill a select few people and only one is combat trained, the rest are defenseless civilians. It's easy to complete it without gaining a lot of levels.

Don't know about you but some of the targets might not be combat-trained but they definitely aren't defenseless. Lower level players will prob find it difficult to kill targets with a lot of guards protecting them. (Also the game offers some amazing early game weapons and gear to those jumping it early)
