I really messed up

After much experimentation to try to return my water to its normal form (being locked in the purgatory of invisible water, and in some cases walls) I made things worse than they already were. My brother was down who works with Macs, so he knew nothing of vista. After consulting him we updated a few of my drivers. This did not work. We uninstalled and reinstalled the game in multiple ways and rebooted my computer when necessary. Eventually after running out of ideas I looked to the code(SKYRIM Prefs) of the game. One of the lines said something along the lines of "water antiailiasing 0". So I figured that if I changed the number from 0 to 1 then maybe water would reappear. No such luck, as graphical glitches became worse. I went back to the folder that held the prefs and returned the 1 to a zero; this way I could at least try to find a different solution to the water problem, but I never fixed the the glitches, now weapons and people can turn into graphical messes with pieces missing from them. I wouldn't care as much, but now all of the other games on my computer, steam related or otherwise, face similar graphical issues. Is there a piece missing to this puzzle? Am I not seeing some very obvious answer? I feel like I might have to reformat my computer, and if there's a way around that I would love to know. Please give me an answer.

First off, an INI file is a configuration file.

1) Please describe your entire issue in a clear and concise manner in a clean post. Your current post is very hard to read and lacks detailed information.
2) Please provide screenshots as well.
3) Post a full dxdiag in a spoiler tag.

Once we have that, then we can help more.
