It's not under DLC. In fact, it's not even out yet. You need to go to the "Tools" section of Steam. Once released, the link will be there.

When it's out, which it isn't yet, you go to your Library and click All Games, then select Tools. It will appear in that submenu when it's out. (Probably in about 2-3 hours)

Best to read the stickies - http://www.gamesas.com/topic/1343317-skyrim-mod-troubleshooting-best-practices/

-edit- In my excitement I must of imagined reading how to install the CK when it's out in the stickie. My apologies.

I wonder if it'll just show up under tools or if a restart of Steam is necessary.
But we'll see :)

Does this mean that it can't be downloaded, only installed through Steam? I can't have an archive version?

It's even likely you cannot run it at all without Steam.

You will be able to use it offline, but I believe you will have to have steam on your computer to use it.

Well, you'll need Steam to test the mod in the first place. You don't want to upload a mod you just made without ever testing it works in the game right?

Since (I think) 1.2 it isn't possible to run the Skyrim executable without Steam anymore.
With vanilla it was possible to run the executable directly, but they patched it, if I'm correct
