Some posts on the blog mentioned that it wasn't available in their region yet, so you may just have to be patient. It's possible that a simultaneous worldwide release wasn't technically feasible due to bandwidth concerns, though most of the crushing demand is coming from the high resolution texture pack. I guess those of us in the PC crowd that represent the minority of Skyrim purchases can still make our presence known...

It still isn't there, knowing that little bit of useless information.
There are better ways to start your relationship with the forum community. The fact that the Creation Kit is not listed as "Skyrim Creation Kit" or something is sure to trip up a lot of people. If it's not showing up for you, you either have to restart your Steam client or wait until it is available in your region.
Just got it downloading. Dunno if it'll work for anyone else, but here's what I did:
Steam > Settings > Beta Participation (first tab) > Change > Select "Beta Update" from drop-down menu
After doing this, Steam will ask you to restart, at which point it'll update for a bit. Once I logged back in, I went to my Library and staring me in the face was the Creation Kit!
This has nothing to do with beta participation. You likely just needed to restart your Steam client properly in order for it to show up under Tools.
