Where is the Creation Kit

When I open up Steam, go into game library, and go to tools. There is no creation kit. What should I do?

Completely Exit out of Steam.
Restart.
Go to tool in the library section,
Find it.
INstall
???

on that note, why is it steam only? Ive been to forums with people complaining about having bought the game from a store yet needing steam for the CK.
