Delete the associated. .BSL and .CKM, then try again? Another thing you might try if that doesn't work is, if using Steam's beta update, opting out of said beta.

Tried that, didn't work and no beta

EDIT copied the files to my laptop, there it seems to work.
Will have to try some stuff :)

I hope this gets fixed soon. I have a much needed update to one of my mods and Error 11 isn't going to fix it. If this keeps up then I will just have to refer everyone to Nexus for that mod. Steam is easy to use, but if it doesn't work then what can one do?

Ill try using another computer for the upload and see if that will work.

Steam support.
Spoiler

Please exit Steam and go to the folder called C:\Program Files\Steam\ (this is the default location for a Steam installation - if you set a different installation directory, you will need to browse to it).

Delete all of the contents of this folder except:

The Steamapps folder and Steam.exe (If 'exe' is not visible, look for the black and white Steam icon)

Restart your computer.

Then, you will need to launch Steam.exe from within the Steam installation folder, and not from a pre-existing shortcut.

With Steam running, re-test the original issue.

Note: This process will not affect your currently installed games.
It helped me.
