What's the best way to give an enchantment to the player?

I have just created my own custom enchantment and I was wondering, what is the best way to give it to the player?

Should I somehow (I have no idea how) add it to the inventory of bandits/other monsters?

Should I place a weapon with the enchantment in an easy to reach place?

Should I just somehow give the player the enchantment straight away (no idea how, again)

slap it onto a weap/armor/ornament.

Disenchant it. Now you're able to enchant things with your new enchant.

(because I'm too lazy to look up the console command for learning enchantments right off the bat)

So you are saying I should place the enchanted weapon somewhere?

I have placed a pickaxe (for example) in a cell, how do I apply an enchantment to it?

Create a new weapon that inherits from pickaxe, assign the enchantment to that, and place your new weapon.

Ah okay, I did that.
Went to check it out (was on the floor, bad placing), I nudged it by stepping onto it and the book that was also on the floor and the pickaxe itself, dissapeared. The tooltip was still there, and I picked it up (which caused the books to reappear too)
Anyone know what caused this problem?
