Looking around the "CK", found a couple of gems under Messages:

My favorite:
ArenaWagerDoorMessage, which reads "You cannot enter the Pit without making a wager."

There are a lot of references to an arena in Windhelm called the Pit, which as far as I know is not present in the game.

You sure it's not just leftover code from FO3?

As I recall, FO3 had some stuff related to TES4.

Yeah, there was vestigial stuff from Oblivion in Fallout 3, and there's vestigial stuff from Fallout 3 in Skyrim. No surprises there.

If I remember correctly, some of the VATS settings were hijacked for the new "kill cams", so it's not all vestigial.

You are right. I just noticed a bunch of Arena quests. I guess that will be DLC in the future.

I am 99% certain it's leftover from GECK functions. Definitely not indicative of Fallout 4 - but it is likely to be used in Fallout 4.
