Dragons use AI Packages which tell them to orbit their spawn point. Their combat style also instructs them to fly around, which is the only time you'll see them hovering by default. Some things you could try:
- Make sure your follower
can fly, by checking "http://www.creationkit.com/IsAllowedToFly_-_Actor" or setting "http://www.creationkit.com/SetAllowFlying_-_Actor"
- Set your follower's combat style to 'csDragon' and see if it flies during combat.
- Disable 'Walking' (set to "NONE") on the MoveData tab.
- Clone one of the "DefaultDragon" Packages and set it as an AI Package on your Follower, with 'http://www.creationkit.com/Orbit_(Procedure)' or 'http://www.creationkit.com/Hover_(Procedure)' procedures targeting the player.
Note that flying is clumsy and dragons are not house trained. They can spawn in places they may not fit, fly through walls and outside of map borders, crash into objects and NPCs potentially crushing the player or themselves with cabbage carts. Players are responsible for crimes committed by followers, so don't be surprised at whatever happens after your dragon crashes the Jarl's feast and gets caught in the chandelier.
