How does one move an object on updown in smaller increments?

Hold down y or z to rotate/move on that specific axis.

are you pressing the w key to bring up the rotate gizzmo?

You should see 3 circle rings, one for each orientation.

Also - you can modify the render windows movement properties to change the increment.

Snap to Grid and Rotation are advised to be at 128 and 45 for dungoen creation to get the tiles to lock together.
For small objects being put in the world, this will differ.

Thanks for the answers, figured out the Rotation Gizmo. Wasn't working on my laptop for some reason.
