What does this do exactly? I keep encountering glitches where forts don't have enemies and I can't advance imperial quest line. The first time, deleting and reinstalling fixed this. This time, I am not so lucky and I can't find a way to complete the quest.

Could someone recommend some options? Should I delete and reinstall and try a different save? Waiting? I'm at a loss here. What is the process when you delete and reinstall;what does that do in game? I'm not knowledgeable with the technical stuff so I'm not sure what I could do different to get the fort to populate.
