Problem with Face Data for custom race

I am new to modding, though I have been playing TES since Arena first came out in '94. Currently, I am trying to make some new races by modifying existing races. I have followed the instructions on the wiki for creating new playable races and thought they worked out well. When I tested out the races, I found that some of the facial features are not adjustable in the race menu in-game. I looked at the Character>Race entry for my custom race and found that in the "Face Data" tab under the "Head Parts" window, even though the Type and Head Parts are listed, in the drop-down menu beneath the window, all of the entries show "NONE" in the field and there are no other options. I can't modify anything in the Head Parts Window and the "Overlay..", "Override..." check boxes don't seem to do anything. Does anyone else have this problem or know of a way to solve it?

Ok first you need to edit to the "FormList" in the object window, you need to add your race into the HeadPartsAllRacesMinusBeast or if its a elf HeadPartsElves or depending to the specific Elven race.
