Under Water Adventure

I have been wanting to create an under water city/adventure area for a while. Creating new cells is time consuming, but so far it doesn't seem too difficult. Some problems I am running into for an under water adventure are the lack of combat ability under water and extremely low visibility under water.

Is there a way to allow combat and NPC interaction under water? The checkbox in the race menu labeled "No Combat in Water" does not seem to actually allow combat in water for playable races when left unchecked. This would also allow magic-users to cast "waterbreathing" spells while under water, rather than having to surface before the duration runs out.

I am also wondering if there is a way to allow certain races to see better underwater than others. Argonians, being semi-aquatic and reptilian, would have a nictitating membrane that allows them to see very well under water, but they don't actually see any better than the other races. Is there a way to change this? Also, if there is a way to change this, I assume this could be incorporated into a spell and item enchantment for members of races who cannot breathe/see under water but would still like to visit the proposed under water city.

I'm no help. But this bit here was incredibly disappointing and I was certainly hoping this was not the case.

I was surprised and disappointed as well at the lack of combat under water. All the other Elder Scrolls games allowed melee combat and self-targeting spells under water. Not sure why they left it out in Skyrim.

It's quite upsetting that we can't fight underwater. I really enjoyed that part of morrowind. Abot's Water Life FTW. :D
