Magic Mod problem

Hi everybody. Like many others, I am trying to make my own revision of magic for Skyrim, but I encountered some problems and I was hoping someone could give me some tips.

Firstly, I'd like the novice, aprrentice and so on perks to increase the magnitude and duration of the spells, namely I wanted each level to increase magnitue by 50% and duration by 25%

To achieve this I added to each level of the perk this:
Mod Spell Magnitude - Multiple Value 1.50
Mod Spell Duration - Multiple Value 1.25

The weird thing is that this works as inteded for Illusion, but for Destruction, the magnitude is increased by more than 100% and the spell mana cost is reduced more then by 50% (although I ddo not touch this setting at all)

Another problem is that all enchantments are now much MUCH stronger, it seems that the perks influence them as well. Is there a way to negate this?

And lastly, my restoration skil does not increase with use, other schools work as they should, though. No metter if I use vanilla spells or the ones I made myself

Well, if you have any idea about what I might have done wrong or how to repair any of those problems, please let me know.

Well, I hate BUMPing, but I guess someone here must know an answer to at least some of these problems.

And the trend of CK behaving oddly continues. Where can one find the skill in the CK? Because for some reason, even if I remove all the mods, my restroation will not go up by inch no metter what kind of restoration spell I use.

Also, if I use "Multpile Value" 1 it should mean that the value is multiplied by 1, which if my math is correct, means that the value is not changed. In my case, though, it goes up by roughly 50%. Now, what could be wrong here? The weird thing is that this only happens with one specific perk so far. Novice destruction is bugged like this, but all other novice magic perks work as expected.

Does anyone know at least whther the effects from these perks are cumulative? In other words, does a master level spell benefit only from a mana cost reduction froma master level perk or is it influenced by the novice, apprentice, adept, expert and master perk?
