Bug: Blood on the Ice : V

anyone else experiencin bugs with the Blood on the Ice quest? I heard it is required to beat in order to get the house in Windhelm, and It won't let me finish the quest!

Yes. I have an apparent bug where the quest wants you to get assistance from Jorleif, and also investigate the crime scene. There is an active quest arrow above both, but when I arrive and try to interact with both of them, nothing happens. Jorleif chat options are not quest related, and the crime scene cannot be investigated. I can talk to the guard about being granted permission to investigate, but that is it. Quest in limbo. I spoke to Helgird in the hall of the dead, but that didn't unstick the other 2 quest requirements either.

The whole quest is bugged on every system and hardly ever works right.

When it works it's a great quest, but mostly quest is stuffed beyond belief, Bethesda should offer an immediate apology for it. Terrible.

I had problems with that quest too but by mistake I found a way to continue it. Spoiler will tell you how:

I bought a house in Windhelm which appeared to be the crime scene. Then I followed the marks of murderer and take the amulet. I sold the amulet as was scripted in optional quest and got stuck again. Then I took a leaflet from my new house and just talked to everybody in the city and one woman at the inn knew what to do and the criminal was arrested. Quest completed and I was able to decorate my house.
