Does anyone know how to edit the base out of combat magic/health/stamina regen rates? I've looked all over the CK, and I've yet to figure out how to do this. Any help would be appreciated!

you can find those values in the Gameplay\settings\ just type in magicka and there is one that is fcombatmagickaregenratemult and thats for combat regen I haven't edited stamina or health rate but im sure its close to the same
