How to finalise a navmesh?

I need to ginalise the edge of a navmesh I'm making for an exterior cell. The wiki has this to say on the subject.
Make sure to Finalize your Navmesh. In order for exterior Navmeshes to finalize correctly, the verts on the borders of each cell must be aligned with corresponding verts in the adjacent cell. A green edge indicates that a connection has been made.
I have tried aligning the vertices, but I never see this green edge. I don't know if there's supposed to be some function to join them or what. On a side question, is there any way to generate a navmesh more reliably than the way the CK wiki gives? That one probably works okay for dungeons, but for my exterior town, it doesn't even remotely lay the navmesh out correctly and I've been doing mine from scratch, which I'm finding to be a little tedious.

When you are in the Navmesh edit mode, hit Ctrl+F1, it'll finalize it.

Also the "check mark" icon on the navamesh tool bar will bring it up and do a check for errors.

I think the green edge only appears once the navmesh has been finalized.

I have a problem. In some cells, the green line is there and it appears to be finalised, but my follower will not cross the line on her own accord. What could be the problem?

Yeah, I have the same problem...thick green line appears after finalizing, yet NPCs still won't cross it. What could be wrong here??

There is currently a bug with navmeshes that causes them to stop working in-game. Bethesda is aware of this and is working on a fix which will come in a future patch. Odds are you're doing what you are supposed to, and are just the latest victim of this bug.

I knwo there is that navmesh bug, but isn't that just when you leave and come back and fails to load the entire navmesh? This bug occurs even when I've just loaded up the game, and the navmesh works, it's just the joins that are not connecting. In fact, I can even get the NPCs across, by sprinting into them so they'll stumble over the line, and then they're fine until they need to cross back.
