Game crashing when mod tested in game

the game crashes when i try to test the mod in game. all i do is try to walk up the mountain and when i get to a certain point when it seems like the ugrid loads for my mod, it crashes. but its only a certain side of my mod. This also only happens in the tamriel worldspace as i havent been able to get to the door that will take you to the new worldspace i created.
my city i built is on top of a mountain that oversits mehrunes altar. if you go directly north of whiterun and climb the mountain the city sits on that peak. i can walk up this side with no problems and see parts of the alterations i made but when i come around to the otherside to get to the entrance, it crashes (i dont actually get to see the gate). earlier i tried coming up the mountain on the northside, there sits a mine at the bottom of the mountain and i was coming around the crest of that place and it crashes. thats when i came around to come upthe white run side and it loaded fine up until i came around the crest.

this is basically what i did to get my mod done in the CK:

(before i did all this i altered the terrain abit in the area in tamriel and deleted a bunch of landscape static's and some non essential stuff that was around but nothing essential was deleted i made sure of it. i then built the city in game before i transfered it over to its own world space then deleted what wasnt needed in tamriel)

1. created worldspace (parent is tamriel and clicked everything to inherit)

2. opened up worldspace and went to exact coordinates of where the city is in game COPIED and PASTED it all into the worldspace and perfectly matched up ONLY what was needed to wall off city.

3. opened Oscape 2 clicked everything that was needed and included the ESM and my mod's ESP (does it create LOD for the castle I added on the mountain or does it just create LOD for the vanilla textures?) installed the meshes and textures into the data folder

4. opened BSAopt and extracted tamriel.lod (just in case i need it but i think it will only be vanilla LOD anyway)

5. ran the Region editor and established region borders along with navmeshing. finalized borders BUT did not finalize navmesh as i want to work with that more later (when i load the mod in the CK i get an error that some polygons have been reversed, i did dosome alteration could this cause a crash?)

6. Ran "Generate Max Height Data for World" on my new worldspace clicked yes and then i got a message about either starting from scratch or using existing data... so i went with using existing data...

7. waited patiently..... done.

i also went in afterwards to delete the stuff i had built in tamriel that would not be used or seen by the player since i put it all into the worldspace (this did not fix the crash).

i do get some errors when i load the mod in CK and ive tried to fix some of them. however, there is one that says a texture cannot be loaded.

Any ideas?

EDIT: also, on the map,when you look at the area where my city is at it is all blacked out instead of the actual texture colors it should be.... ill get a picture posted.
