Like for example if I gave the Draugr a Hunting Bow, can they equip it without consequence? Or will they only be able to use the Draugr equipment?

I haven't checked this myself, but you could give skeletons in Oblivion any weapon and they'll use it. So I'm assuming that it's the same for Skyrim.
