Well, I'm planning to RP on my next character. It's going to be a Thief Khajiit living near Riften. He's going to use stealth to get inside Riften to access his guild and pickpocket. Now to my question. Since Khajiit aren't welcome in the city walls, what would happen to a Khajiit if he was caught? Also, are Khajiit welcome in villages like Riverwood?

The guards don't bat an eyelid if you do go in the towns. it's kind of jarring, RP-wise I generally avoid going into towns unless I have official buisness (And thus the backing of a man or elf) or good terms with the jarl.

"Being khajiit" isn't a crime, but if they had done it right I'd expect you to get treatted like the alik'r - stopped at the gate and told to get lost before they find something to arrest you for.

I believe it is only the Khajiit caravans that are banned from cities because the Nords fear they are only pickpockets and skooma dealers, being Khajiit merchants. Adventurers are apparently okay in their eyes.

My Khajiit would only go into the cities at night, just to take what he needed to get by or find information.

Do you remember how to get the taste of Khajiit cooking out of your mouth?

Yes, i never got an impression that khajiits are illegal in Skyrim And there is a khajiit citizen in Riften.
Then again, can you really blame the nords? Almost all khajiits you encounter do try to kill you
