Perks that do something different when a control key is pres

Hi,
I try to understand how perks that change what a button does are implemented. I was looking in CK at perks like Silent Roll, Power Bash, Eagle Eye but there's no data shown in the CK editor asociated with them, only requirements and such.
Anyone has an idea how those are made and how can you do something similar?
What I have in mind to do is add a perk that allows running instead of sprint when overencumbered consuming stamina. Any idea if something like this is possible with CK and how?
