Changing Skyrim Sounds

The only thing that I'm wanting to do is change some of the sounds in Skyrim with the sounds I have intended to replace them. It should be simple enough, but apparently, I've done something wrong and I don't know what to do.

Here's what I'm wanting to do:

1. Take the sounds in my /Data/sound/fx folder

2. Replace the corresponding sounds in Skyrim using the Creation Kit

Here's what I've done:

1. Open Skyrim.esm in the Creation Kit

2. Find the sound I'm trying to replace

3. See that the sound has already been "replaced" (as in, when I hit Play in Auditioning, it plays the sound I want)

4. Publish plugin to Steam

5. See that the plugin takes up exactly 0.00 MB and doesn't work for anyone. AKA, it didn't work.

Can anyone please help me? I've scoured the ends of the internet trying to find help, but I only find topics relating to sound issues completely unrelated to what I want to do.

Any help would be greatly appreciated. Thanks in advance!

I'm doing something related to sound as well, and it seems like there is next to no help whatsoever for any sound related things. I hope someone knows something.
