Issue with statics moving position when in-game

I'm making a large dungeon and in the creation kit everything looks fine, however in-game a section of the dungeon for some reason has been moved/teleported to the first loading door in the cell, so when I load into the cell I load into a giant mass of random static objects, as if they have fallen into the void and reloaded in the door ( this happens with havok objects if dropped into the void) however this is happening with large static objects. I do not understand why this is happening, if anyone could please explain this to me and give a possible solution I would be extremely thankful.

It seems that when I place items in certain section of the dungeon they move back to the spawn when in game, but when I move this section it stays where I placed it. The problem seems to be with the section of the dungeon/void not the actual pieces ive placed.

I was over the limit for the room size so anything over the cell limit would move itself to the spawn.
