I don't use horses much, and the lack of mounted combat is a major reason for it. However I understand that this is difficult to balance without it being a major feature - if most enemies aren't mounted combat could be too easy from horseback, and if many enemies are mounted it might be very difficult if you aren't as well. These aren't insurmountable problems, but they aren't easy to work through.
If Bethesda wants to do it I have no problems with that - particularly if it involves bringing polearms in as a weapon category. If Bethesda wants to continue without mounted combat I'm not going to have a problem with that either. Having a skill and perk tree for this sounds interesting, but I question it's usefulness. There are large areas of their games horses can't go, and the presence of a skill like this might make balancing mounted combat more difficult rather than less.
