Press 'h' to enter "Edit Landscape" mode. In the new window select the texture and on top set the radius. Then apply the texture by right clicking. Note though that in each quad of a cell there can only be used 6 different textures. Press 'i' to get info about used texures for the current cell.

You have checked 'colors' in the landscape editor. Uncheck that to paint on textures instead. Color painting was used to immitate shadows. If you have ground between 2 tall buildings in Fallout, for example, you would paint the ground dark to make it look shadowed. Now since there are real shadows it's pretty much useless.

This could also be caused by what I noted before: A Cell is partitioned into 4 quads. In each quad you can only use 6 different Terrain textures. Everytime you apply a texture not used before it just gets added to the list. So if there are allready 6 textures in use and you add a seventh everything you painted with that seventh texture appears black.

While the Edit Landscape menu is open and you are looking top down on the ground in the render window press 'i' to open a new window with info about used textures. There are two things you could do: If in any quad there are already 6 textures you can delete the least used (there are percentages next to each texture) and then paint the new one.

There are 'Road' objects you could place, or look for a texture with 'Road' or 'Path' in it and try them until you find one that you like.
